Programme 1 – Operations
Liquor Licensing Administration
The Liquor Licensing Administration administers all applications in terms of the Western Cape Liquor Act and matters incidental thereto such as issuing licences, certificates and notices, and the renewal of valid licences.
The Liquor Licensing Administration (LLA) is a key sub-programme to ensure the WCLA is able to optimise regulatory processes for greater effectiveness, efficiency and impact.
The objective is to provide the Liquor Licensing Tribunal (LLT) with fully compliant applications that incorporate relevant and qualitative information to enable the most appropriate determination of public interest. The more expeditious the process the more impactful regulation will be.
Secretariat Liquor Licensing Tribunal
The role of the Liquor Licensing Tribunal Secretariat in terms of the Western Cape Liquor Act, 2008 (Act 4 of 2008) is to provide administrative and procedural support to the Liquor Licensing Tribunal (LLT), ensuring that it can carry out its functions effectively, lawfully, and in accordance with the principles of administrative justice.
Inspectorate
This function is aimed at ensuring all licensed liquor premises are compliant with all applicable liquor legislation within the Western Cape and licence conditions imposed.

Programme 2 – Support
Finance
The Finance sub-programme supports the organisation in the optimal regulation of the liquor industry in the Western Cape. The effective and efficient management of WCLA resources is key, aimed at achieving this in a fair, just and equitable manner. This function aims to enhance regulatory performance orientated towards sound financial management and governance.
Corporate Services
The Human Resources (HR) sub-programme is committed to maximising individual potential and enhancing organisational capacity. The aim is to position the Liquor Authority as an employer of choice by attracting, developing, and retaining a dynamic and diverse workforce. The strategic focus centers on creating innovative solutions that foster lifelong learning, increase workforce engagement, and advance diversity and inclusion, ensuring that our employees are empowered to thrive in an evolving regulatory environment. This people-centered approach will strengthen both the Liquor Authority’s internal capacity and its ability to adapt to future challenges.
Information and Communication Technology
The Information and Communication Technology (ICT) sub-programme plays a crucial role in supporting the WCLA by aligning its infrastructure and services with the overarching goals of the Authority. Given the need for improved regulatory oversight and operational efficiency, ICT acts as an enabler of efficiency and optimal resource utilisation, especially by automating key processes, enhancing data analytics, and facilitating effective communication across stakeholders.
Liquor Licensing Tribunal
The Liquor Licensing Tribunal (LLT) is the quasi-judicial body within the WCLA that is called upon to consider and adjudicate applications related to liquor licences as provided for in the Act. The LLT is at the heart of the WCLA. All licences granted must serve the public interest and the LLT is mandated to determine such.
Appeal Tribunal
In terms of section 26 (1) of the Western Cape Liquor Act an Appeal Tribunal is appointed to consider the following in terms of section 68:
“(1) The Appeal Tribunal must consider any appeal against, or an application for the review of, a decision of the Liquor Licensing Tribunal, the Presiding Officer or a Deputy Presiding Officer.”

The Appeal Tribunal may confirm, amend or set aside a decision or order that is the subject matter of an appeal or review and substitute such decision or order as the circumstances require.

An applicant or interested party who is aggrieved by a decision of the Liquor Licensing Tribunal, the Presiding Officer or a Deputy Presiding Officer may, request the Liquor Licensing Tribunal, Presiding Officer or Deputy Presiding Officer as the case may be, to furnish reasons for that decision.

An applicant or interested party who is aggrieved by a decision of the Liquor Licensing Tribunal, the Presiding Officer or a Deputy Presiding Officer may, within the prescribed period after receiving reasons for the decision, lodge with the Liquor Licensing Tribunal a notice of appeal or review as prescribed.
